Aiwan-e-Sadar Ceremony
General
1. The coveted day in the history of Scouting in Pakistan shall ever be remembered, as it is destined to go a long way in providing the requisite boost to Scouting throughout the Country. This is marked by an elegant ceremony organized at Aiwan-e-Sadr on 19 August 2009 and attended by a number of dignitaries connected with education and media. Prominent in these were Mir Hazar Khan Bijarani, Federal Minister for Education, Mr. Ghulam Farid Kathia, State Minister for Education, Mr. Qamar Zaman Kaira, Federal Minister for Information, Mr. M. Salman Farukui, Secretary General to the President, Mr. Farhat Ullah Babar, Spokesman to the President, Ms. Farahnaz Ispahani, MNA, the Chief Commissioner (Designate), Lt Gen Syed Parwez Shahid, HI (M), (Retd), Brig. Syed Sajid Hussain Shah (Retd), Principal-cum-Administrator, Pakistan Scouts Cadet College, Batrasi (Mansehra), college faculty members and the Scout Cadets.
2. The presentation on Scouting in general and excellent performance of Pakistan Scouts Cadet College, Batrasi (Mansehra) in particular, was made to His Excellency, the President and Chief Scout Islamic Republic of Pakistan by Lt Col Hashmat Abbas (Retd), National Secretary, PBSA in a very explicit and impressive manner, which received full ovation from the audience. The presentation covered following:-
(a) Brief History of Scouting
(b) Organizational Structure, Role and Mission of Scouting
(c) World-wide linkage of Scouting in Pakistan
(d) Special role which Scouts can be assigned in respect to the existing menace of terrorism, extremism, rehabilitation of earthquake affected individuals and work for promotion of peace, love and harmony.
(e) The achievements of Pakistan Scouts Cadet College, Batrasi.

3. The outstanding performance of the College over the years with following achievements were highlighted:-
(a) Leading in Abbottabad Board in Matric for the last 11 years, having 743 institutions where approx 40,000 students appear every year.
(a) The College claims to have set nation-wide record in Matric by having 17 positions in Top Twenty positions.
(b) This year again, the College is leading in Abottabad Board in Matric results, securing First and Second Positions. Ten in Top Twenty positions.
(c) In F.Sc. exam one cadet topped the Board in Pre-Medical Group and College secured record A1 and A Grades.
(d) So far 454 cadets have joined the Armed Forces and other elite institutions of the country.
(e) Being a Scouts Cadet College the cadets have visited various countries like USA, Bhutan, South Korea, Maldives, Nepal, Thailand, UK and Sri Lanka, on various scouts gatherings.
(f) The college was declared Centre of Excellence by the Governor NWFP in year 2006, owing to its consistent outstanding results.

5. The President, thereafter, was presented with the college shield by the Principal and a beautiful cut-glass scouting Logo by the National Secretary, PBSA, Lt Col Hashmat Abbas (Retd), to mark the memory of this highly graceful ceremony. The National Secretary, PBSA, then requested His Excellency, the President for his address to the Scouts as the President and Chief Scout Islamic Republic of Pakistan.

6. In his address the President paid rich tributes to the noble movement of scouting and recalled his own young days as a boy scout. He emphasized that scouting in Pakistan needs to be given a fresh boost for the service of humanity at large and channelising their energies towards fruitful errands and bringing more dynamism in its activities and programmes. He directed for composition of a Board to look into the problems of scouting in Pakistan and to recommend the speedy solution to make it a vibrant movement. He announced the name of Lt Gen (Retd) S.P. Shahid as the new Chief Commissioner of PBSA.
7. The President was extremely kind and gracious enough to approve all the recommendations made by the National Secretary, PBSA concerning the Pakistan Boy Scouts Association and the Cadet College. To give a fillip to scouting in schools and colleges, the President announced 10 marks in final Matric or FA / F.Sc. or equivalent examinations for properly registered bonafide and trained scouts.
8. In addition to granting his approval to all the recommendations made by Lt Col Hashmat Abbas (Retd), National Secretary, PBSA, following special approvals were also accorded by His Excellency, the President during his address to meet the needs of the College and Pakistan Boy Scouts Association.
(a) A Board / Committee to be constituted for taking fresh reappraisal of Scouting, re-organize and revamp its organizational structure, rules and regulations to reform Scouting in Pakistan.
(b) Scouting to form part of Syllabus and availability of infrastructure made compulsory in every School.
(c) Additional 10 Marks to be given to bonafide Boy Scouts / Rovers in their FA / F.Sc. and I. Com. or equivallent examinations / certificates. The detail modalities / SOP to be worked out.
(d) Sanctioned Rs.2 Crore from President’s Contingent Grant to PBSA / PSCC, Batrasi.
(e) Construction of a Hall (Benazir Bhutto Shaheed Hall), a Swimming Pool and purchase of additional land for further expansion of the College to meet the needs of the students.
(f) Approved Annual Grant for Pakistan Scouts Cadet College, Batrasi like other Cadet Colleges of the country to meet its recurring / further developmental expenses.
(g) Accepted fee free further education of following two cadets with weak financial background:-
(1) Cadet Muhammad Adil - Stood 2nd in Matric in Board Examination -2009.
(2) Cadet Usman Ghani - Topped in FSc Pre-medial Board Examination - 2009.
(Approved on the request of Principal PSCC, at the spot).
(h) The Period of lease of PBSA / NHQ campsite at Islamabad to be converted into 99 years of lease along with writing off outstanding Annual Ground Rent and multiple surcharge against PBSA, in the supreme interest of Scouting.
(j) Karachi Development Authority (KDA) to be directed to relax rules and permit PBSA to construct multi storey project at plot No.ST-2/A, Block-F, KDA Scheme No.2, North Nazimabad, Karachi, to supplement the financial resources of PBSA, for promotion of Scouting.
(k) The Chief Commissioner, PBSA being the Chief Executive / head of this largest Scout Movement (Pakistan chapter) of the World Scout Movement, to have a proper place in the order of precedence / protocol, at National level / forums. Necessary instructions / directive to be issued to all, to this effect.
9. The coveted ceremony came to an end with thumping applause and congratulations from the scouts present and the audience, who thereafter moved to refreshment and photo session arranged for the Scouts in neighboring hall of the Aiwan-e-Sadr.
